Any person contracting to install, repair or clean a wastewater disposal facility
in the town for another person shall first obtain a permit from the Westmoreland County
Health Department and, if the applicant is considered qualified to perform the duties
of such a contractor, a permit shall be issued. Permits shall be renewed annually
and a permit may be revoked at any time by the health department for failure to comply
satisfactorily with the provisions of this chapter and other regulations of the county
and state health departments.
